These were issued by the Deutsche Versicherungsbank (German Insurance Bank)  in Berlin with permission of the German Imperial Post Office. They were issued for the Ozean-Reederei GmbH. The stamps were used to pre-pay postage and insurance fees for sending valuable letters to the USA using the civilian submarines "Deutschland", "Hamburg", "Bremen" and "Oldenburg". These were cargo carrying unarmed submarines in WW I, used to run the blockade.

Only 500 set were ever printed. This first issue  have no watermark and are perf.14.

There was a second issue later the same year, this time on watermarked paper and with two lines of text missing.
